Summary


The York and North Yorkshire Combined Authority is in search of a seasoned Programme Manager to oversee the intricate integration of bus services and related powers into the Combined Authority. This pivotal programme involves numerous workstreams, partner entities, and essential delivery milestones. The ideal candidate will exhibit robust leadership, establish efficient governance frameworks, manage risks and dependencies, and ensure the programme's timely execution. This role demands active leadership, focusing on driving delivery, addressing progress challenges, and ensuring a seamless mobilisation and transition.


Responsibilities


  • Develop and uphold programme governance, controls, reporting, and decision-making processes.
  • Create and manage a comprehensive programme plan, addressing milestones, dependencies, risks, issues, and critical path activities.
  • Lead diverse workstreams, including:
    • Operational
    • Technical
    • Legal
    • Commercial
    • Financial
    • Workforce functions
  • Propel delivery to meet key milestones and programme objectives.
  • Proactively identify and manage risks, dependencies, and delivery challenges.
  • Implement corrective measures to maintain programme trajectory.
  • Deliver clear programme reporting, assurance, and recommendations to senior leadership.
  • Ensure effective escalation, issue resolution, and accountability across all workstreams.
  • Collaborate with partner authorities and external stakeholders.
  • Maintain precise programme documentation and governance records.
  • Track actions, decisions, and programme outcomes to completion.
  • Support service transition, organisational change, and operational readiness activities.

Requirements

Requirements:

  • Extensive senior-level programme management experience.
  • Proven success in delivering complex transformation, mobilisation, or service transition programmes.
  • Experience in:
    • Local Government
    • Transport
    • Infrastructure
    • Other highly regulated environments
  • Strong background in managing large-scale programmes with multiple stakeholders and interdependent workstreams.
  • Expertise in:
    • Programme Governance
    • Programme Assurance
    • Risk Management
    • Delivery Planning
    • Programme Controls
  • Experience in establishing and leading Programme Boards and governance structures.
  • Demonstrated success in driving delivery in dynamic environments.
  • Strong skills in stakeholder management, engagement, and influencing.
  • Experience in politically sensitive or multi-agency environments.
  • Proficiency in producing executive reports and strategic recommendations for senior decision-makers.
  • Solid understanding of organisational change, transformation, and operational delivery.

Desirable


  • Experience in public transport or bus service transformation programmes.
  • Experience supporting Combined Authorities or Local Authority transport services.
  • Programme Management qualification such as:
    • MSP
    • PRINCE2
    • APM
    • Equivalent
